The Batangas Barako coffee or Philippine liberica plant is in a decline! Up until 1986, the Philippines was earning at least US$150 million a year in coffee exports. Coffee had always been one of our biggest dollar earners -- up until 10 years ago. Now there is a consortium of coffee farmers in Cavite, who are doing something about it. MAJOR DEVELOPMENT PROJECTS

Among those lined up as major development projects, some of which are designed for Build-Operate-Transfer (BOT) Scheme, for the years 1995 - 2000 are the following:

1. South Luzon Expressway - extension of the existing Calamba to Lipa City highway to the Port of Batangas.

2. Batangas International Port - completion of Phases 2, 3, and 4 to complement the ongoing Phase I construction, operational within three years. * (Note: Batangas Governor Hermilando Mandanas is inviting investors to undertake Phases III and IV under BOT).

3. Batangas Provincial Convention Center - to host diverse activities, including sports conferences, and business affairs.

4. Cooperatives Development - services will pool mass-based resources to bring about development to the lowest social unit.

5. Food Terminal & Cold Storage/Bonded Warehouses - complementing the activities of the international port, the project aims to accommodate the influx of commerce.

6. Farm Mechanization - to serve as support for the production of agricultural produces.

7. Cattle Production - to enhance production and meet the increasing demands.

8. Fish Hatchery Project - to enhance production, especially for the benefit of the small fisher folks round about Taal Lake.

9. Affordable Housing Projects - to accommodate urban population in its need for shelter and homes.

10. Reforestation/Environmental Protection Program - in keeping with the government policy of sustainable and balance development approach, reforestation of potential areas will be undertaken, and the implementation of certain ecological safeguards.

11. Taal Lake Water Development Program - to tap the province’s biggest water resource and address underground water subsidence for domestic, agricultural and industrial uses of at least 17 municipalities and cities.

12. Communal Irrigation Development Project - to support farm and other agricultural activities in various areas of the province.

13. Power Generation - establishment of additional power plants to supply a major portion of Luzon with at least 2,000 MW more.

14. Power Substation/Distribution Development - to direct the supply of power generated by llocal power plants to the needs of the province.

15. Upgrading of Hospitals - establishment of a Medical Center equipped with state-of-the-art facilities and upgrading of other government hospitals such as the Provincial Hospital in Lemery and other district hospitals.

16. Establishment of Youth Centers - to serve as venue for youth-related activities for purposes of assisting in their total development.

17. Magnus Creek Flood Control Projects - to address the need for flood control system.
18. Fernando Air Base Development Projects - transfer of the general headquarters of the Philippine Air Force, establishment of an international airport and free trade zone in the vicinity.

19. National/Provincial Road Projects - to add to existing road network, the construction or upgrading of 617.739 km. national roads, 638 provincial roads, 11 units of steel bridge, 11 km. barangay roads, and 9 km. feeder roads. (In addition to these, at least 14 steel bridges are set to be constructed through local funding).

20. Revival of the Railways - to revive the defunct railways as the fastest, and most convenient transportation facility under a project named Southrail that will traverse Calabarzon provinces and Metro Manila, aimed at providing a faster mode of transportation of goods and passengers.

21. Batangas Light Rail Transit - the establishment of a light rail that will primarily service the Batangas Industrial Belt, the 58-kilometer bay area from Barangay Pinamucan, Batangas City, the International Port, and the municipalities of San Pascual, Bauan and Mabini proposed under a joint venture with the major industries in the area, whose employees are the primary passengers.

Another Flagship Project of the Governor proposed under a Build-Operate-Transfer (BOT) Scheme is the establishment of an EXPORT PROCESSING ZONE/INDUSTRIAL ESTATE in Bolbok, Batangas City, to cater to industry demands and bring about a concentration of light and heavy industries to suitable areas.

The private sector is likewise upbeat regarding the developments happening in Batangas. Recently talks among the different service providers and academic institutions are developing new ways to meet the present and future human resource requirements of the of the province. Schools like the Lyceum of Batangas, the Pablo Borbon Memorial Institute of Technology, the University of Batangas and De La Salle Lipa have started coordinating their education and training programs in order to produce more graduates required by industry and the business community. De La Salle Lipa has even come out with the first Master in Management Technology program in the country to fast track the training of management practitioners that have the core competencies of general business courses with the added strength of a technological bias.
